Instructions definitely need updating:
Use Visual Studio 2008 shell with **SP1** (unless you want the Microsoft.VisualStudio.Xaml issues on the UI after installing). (delete/uninstall any old versions beforehand too.)You must, as chard says, install the redistributable runtime too.

hint: MS recommends VS Shell _integrated mode_ for programming languages (merges with existing VS), while isolated mode is more suited to stand-alone tools.

Note: After you run the Install for the MS VS 2008 Shell Isolated Mode Redistributable, you must then go to the folder (in my case: C:\VS 2008 Shell Redist\Isolated Mode) and click on: "vsshellisolated_enu.exe" to actually install the redistributable runtime.
